Both machines are W7 64 bit. I have set all network settings exactly the same. I have turned off Zone Alarm on the laptop. I have set set sharing on drives and folders to Everyone. While the desktop can see the laptop over the home network, when I try to access files, I get the "enter username password" dialog box, which seems to have no function (at least to me). Not sure where the culprit lies.
When you enter the username and password for the desktop what error message do you receive?
If both machines are Windows 7 you would be far better served setting up a Homegroup rather than messing with the NTFS security permission settings.
Obviously you would want to turn off password protected sharing in the Advanced Sharing Settings but that probably isn't the problem here.
The User folders should already be shared out "by default" through the Sharing tab on those machines, though you may need to add write access if required. If you set up a Homegroup then you won't need to adjust the security settings at all.
Zone alarm will prevent sharing in some cases, very typical problem here.
To Parman: "Logon failure: unknow user name of password" is error message. Both machines have same accounts set up, so this error is very confusing. It never has worked.
To Chev65: I am using Home Group. Password is Off. To make sure ZoneAlarm was not a culprit, I turned it completely off as a test.

You can have the same User name but the machine names need to be different or they won't be able to see each other at all.
But besides that, Zone Alarm will cause problems even when it's turned off.
