OH ok then so should i factory reset the router or just delete the open ports,i just followed the recommendations on steam forums oh well ,no its only 1 desk top and 1 laptop that uses utorrent. but not at the same time . is there a program i can run to give you the exact speeds of the internet

You can just remove the ports, Aslong as no one else in the household requires them?.

If you factory reset the router, You will have to reconfirgure it all over again, with your ISP details.

Perhaps make a note of the ports, Then remove them, If anyone complains somthing isnt working, you can add them in later?.

Regarding BitTorrent, let's clear one thing up before we talk about ports. Are you using uTorrent or similar that supports a remote web configuration interface? This functionality allows you to manage your torrent downloads remotely from anywhere, or by using an app on your phone. If you do not use any of this, you do not need to forward any ports on your router.

I would say it definitely sounds like a DHCP conflict of some sort. What kind of router do you have? Modem as well.
