Can PC communicate with all PC's on VLAN1 and VLAN2?

No because 1 port can only be assigned 1 Vlan.

I still think it's a switch issue. It's like it isnt passing through,
When the PC is plugged into the Switch, It isnt picking up an IP address, Which indicates that the PC's can't get through the switch,

There's Rather a network "loop" and data is being lost.
Or there is somthing on the switch, not allowing trafic to pass through.

Id start by double checking all thoughs Switch settings.
Id end with throwing it out of the window

Does the switch do NAT?
