Can service "IP Helper" be started?

IP helper service will not start with the same error and has the same NETIO Legacy dependency

open device manager. View->hidden devices.
Now open branch devices not plug and play compatible
deevice driver fro supporting NETIO legacy TDI is listed there? Double click on it. Can you start it there? Error message please
