Windows 7: is there a windows program to choose and pick a working proxy setting?

in windows, everytime you connect to a local network, if it has proxy settings you have to set them up first before using the internet. so my question is, is there a program that possibly you can give it all the various proxy settings that you use and it will pick one that is working, so that all you have to do is to point all other programs that use the internet to it....maybe it has a listening port or something like that.
