Windows 7: WebClient Service Will Not Start up Automatically When Set to do so

WebClient Service Will Not Start up Automatically When Set to do so

So long story short, the WebClient service needs to be running when I use OneNote as I sync my notes across computers. My laptop however will not start up the WebClient service automatically to allow this to happen. I set WebClient to start up automatically in services.msc and it when I restart the computer, it doesn't start up automatically and then when I check it, it says that it's been set to manual. How do I go about making sure that WebClient starts up automatically with the computer?
