Windows 7: How do i change the connection timed out error time?

about a month ago i downloaded a program to tweek my laptop and acerdently changed the connection timed out error time to about 10 seconds and a cople of days later i un-instaled the program and now i cant load gmail or any other site that takes longer to connect is there a way to change the time?

1. Download the program again and change it there?
2. Do a System Restore to before you made the change.
3. Lots of hits via Google: change network timeout value windows 7

I forgot what the program was called and i cant find it again

the only restore point i have it about 4 days ago ill try the hits on google

Sort of fixed now lol it will load gmail, i changed the time-out to 2min but after about 1 min it times out trying to load the TAFE NSW website
