Windows 7: Connect to another PC in my house

The PPP adaptor is my USB iBurst wireless internet connection. It has some weird system of configuring itself, using 2 connections (iBurst and Local Area Connection 3). When I monitor network activity when on the internet both connections show activity.

Not doing internet sharing so being on different subnets doesn't matter.

Yesterday, while trying to connect to the remote PC, after some time (at least an hour) I noticed that the remote PC appeared in Network and I could map it and transfer files. This makes it seem that all the settings are correct.

I have switched on again this morning, and am keeping a close eye on it to see what happens. Maybe a neighbour has a wireless router and I am having interference problems? The PCs pinging each other is one thing, setting up a connection involves much more data being transfered without errors.

I would like to be able to log in from any computer in the house
