Just because the official remote desktop program is disabled doesn't mean he isn't doing it. There are other ways of getting into someones computer right? I did not see anything about a router.

Firewall can help you stopping someone to hack your comp.
Why don't you simply create firewall rules.

A user on Steam has been hinting at almost everything I'm doing for the past few weeks. I thought it was just coincidence but then a day ago, he asked what was inside a room in a game I was playing (not a Steam game so he wouldn't know I was playing it through Steam). I then told him if he was remotely accessing my desktop and he said he was and isn't going to tell me how.
