Can I limit wi-fi speed for computers/mobile connected to my wireless?

Can I somehow limit the speed to other devices connected to my Wi-Fi router via some software ? I've read that I need to do something with the Quality of Service setting on the router but I don't have that option. The router model is TP-LINK WR340G. The same question goes for the android platform, is there some app for this ?
