i need i solution to limit bandiwdth

Net limiter will do it but needs to be on that machine. there are others that dont but I cant remember the names.

This also depends on your router. My router is by 2Wire. It does have the ability for me to set the ports or wireless speeds.
Nice since I can also password protect the modem. I have only access to change any thing.

You should be able to limit his bandwidth somewhere in the router software.
