Network connections all disabled after power surge.

Recently my computer shut down due to a power surge, and I have rebooted it. The issue is that my computer no longer accepts any network connections. In the network and sharing center there isn't a map, and it just lists unknown, Beneath which it says "The dependency service or group failed to start." I have already tried "netsh winsock reset catalog" and "netsh int ip reset.log hit" After reboot there was no success. I have also attempted a "sfc /scannow" It completed, but it said that some files could not be repaired. I can attach the logs if necessary, and am currently typing this on a tablet. Help is much appreciated.

all other parts of the network are fine, just this one win7 box.

not sure what to make of this part: bizarrely other computers on the network appear if they have media sharing on. No other internet access via this computer, and no means to connect to the computer. But they still appear on this computer.

while a wipe is a pain, I have a disk that I can use to reinstall win7 if the need be.

As said previously it is possible for the network card to be fried from the power surge however there are a couple of things I would like you to check for me before that is the certain diagnosis.

Firstly are you connected wired or wireless?Is it possible to try the alternate connection to test if there are config settings changed or a physical problem? Also are there any other devices suffering from a similar issue?

Next could you view device manager and tell me if there are any X's next to any devices listed? If so could list them or upload a screenshot for me to see
