Make sure the following services are started and set to automatic. Also make sure that the Windows firewall is turned on and the service for the Windows firewall is also turned on. Reboot the machine after setting them to automatic.

Also check the Advanced Sharing settings to make sure that Network Discovery and File and Printer sharing are staying enabled.

    -Function Discovery Provider Host
    -Function Discovery Resource Publication

    (Enable in following order):
    -Peer Networking Identity Manager
    -Peer Name Resolution Protocol
    -Peer Networking Grouping

The HomeGroup Listener service terminated with service-specific error %%-2147023817

Event log is full of these errors, it's something with the services that's messed up. I may have to do a clean install.

I'm gonna step away from this and deal with this when I get some more time, thanks for the help, I will bump this when I'm free.

Yes something is messed up on this machine, if you can back up everything and reinstall that would be the best option.
