A computer will only show in the network tab if that machine has something available to share.
Does the machine have a shared folder?
For testing purposes try to create a test share and see if the machine appears - Sharing and Permissions
Also for testing purposes ensure that password protected sharing is turned off as this can cause implications - Password Protected Sharing - Turn On or Off in Windows 7
