Limited access only when trying to connect to wifi etc.

Hey guys I need help please. I am using a Toshiba NB505 Netbook running Windows 7 Starter.

I usually access the internet via tethering my phone - and yesterday morning when I tried to play my morning crossword puzzle, I received an error stating that an important file "xw_control.xml" could not be found. I was using Firefox so I tried Chrome, with the same result.

I googled and learned (I think) that this file is possibly flash related, and I know my flash was out of date - so I downloaded the latest flash from Adobe.

Now I am unable to connect to the internet at all. It connects to my phone, but with "Limited access". And I tried a wifi location at my local library and it does the same thing - Limited access only.

I have restarted, shutdown, and done a battery-pull on the phone - to no avail. I have no idea what is happening, so I'm hoping you guys can help me. Thank you very much.

I uninstalled flash to no avail. So I guess I can't blame that. How do I go about troubleshooting the limited access? I have connected just fine to this phone (and other networks) for a long time. Until now...

I ran the netsh wlan show all command. Just not sure now how to get the content of the text file onto here. If I knew which portion is of concern, I could take some screen shots..
