If you can't see the PC at all then you may want to check that both machines are in the same Workgroup.
You would also want to set up the advanced share permissions from the D:>Users
folder rather than the D: drive itself.
For the machine or it's drives to be visible you would also need to turn on Network Discovery, File and Printer sharing etc. in the Advanced Sharing settings at the Network and Sharing Center.
