How to fix internet connection fluctuations?

Recently I've started having trouble with my internet. It keeps fluctuating especially when I watch YouTube videos or when I play games; for a few moments I would get my normal connection, then a few seconds later the connection drops for a random amount of time, then comes back up again.
My specs: Wired connection; AT&T DSL; Linksys Router with Siemens Speedstream 4100 modem; Avast Anti-virus; Windows Firewall
I know my internet hardware and ISP are not the problem because none of the other computers in the household, wireless and wired, have this problem.
I attached my ipconfig to this post as well.

Any help with my issue is highly appreciated.

Question: Have you tried switching cable, switching from ports in the router. Perhaps updating Drivers? Is the cable firmly in it's socket or a bit loose.

Does the error occur when the other pcs are on/off?

Yes I've tried all of the above. My drivers are fully updated and all my cables are firmly in their sockets.
The problem occurs regardless of whether the other computers are on or off.

is it onboard lan? if so could you try to use a usb wifi adapter or an ethernet card to make sure its not your motherboard lan failing?

Before trying those methods, are there any other methods I can use to locate the problem?

Is it a PC problem or an ISP problem with the fluctuating speed? The ISPs are notorious for over subscribing and overloading their modems. I had a problem with intermittent slow DSL speed that took over a year to resolve. My speed would drop from 2.89Mb/s to less than 0.9Mb/s intermittently. I would notice it while watching YouTube videos. Verizon replaced my underground cable from the pedestal, the network interface box on the back of my house, removed numerous bridges on the cable from my pedestal to the central office and changed a port at the central office. I complained, opened trouble ticket after trouble ticket and got nasty. They finally moved connections off the modems at the central office and the issue was resolved.

You can check your speed with:

You could be fooled into thinking it's a PC issue with an intermittent type problem. Check your connection speed with the above websites when you notice the problem. Sometimes these issues will appear and then suddenly disappear.

I spent the first six weeks thinking I had software and hardware issues, before I convinced myself that it was a Verizon DSL issue. Then I had to argue with numerous Verizon techs until they understood it was their problem to fix.

Another good website for DSL issues is:

They've got some good applications on that site to thoroughly test your connection.

Thanks, I contacted my ISP and had the issue resolved. Turns out it was on their side despite the problem only occurring on my computer in the household.

I'm glad you got your issue resolved.

As I mentioned, my issue actually lasted for over a year. Intermittent conditions can be very difficult to resolve. I became very knowledgeable of my DSL ISP provider's system which is Verizon DSL in my case. They kept trying to tell me that it was a possible internal home wiring issue, but I confirmed that it wasn't by connecting directly to the telephone interface box on the back of the house to eliminate the internal wiring variable. I would contact Verizon DSL tech support and they would sometimes confirm that they could see something. Sometimes they couldn't see any trouble, but I was testing my download speed at the same time and confirmed that trouble was there. They would open a service ticket and the tech would sometimes make contact with me and sometimes they wouldn't. Verizon techs have a bad habit of closing trouble tickets without confirming a fix. They sent new modems, and changed all the system components I mentioned. It got very nasty towards the end, but after they unloaded the modems at the central office, the issue was resolved and it was on their side of the system. I ended up getting about seven months of credit on my phone bill plus some extra for my aggravation. It's very easy to think the problem is on your side of the system. Verizon tried to get me to move to FIOS, but I didn't want to yet. I need to get my home wired for FIOS and Verizon doesn't take the time and effort to install the cable inside all the walls like my copper service. I'll eventually wire my home for fiber and then make the switch. They will offer FIOS at DSL rates for speed and price. Once Verizon installs the fiber plant in a neighborhood, they push the FIOS big time. They will try to get you to pay FIOS rates, but if you are astute, you can get DSL speeds on FIOS for the DSL price.
