Limiting internet speed of perticular user account without using routr

How to limit the internet download speed of a particular user account on window 7?

I have two accounts on my pc one is admin & other is a standard user.
That standard user uses my high speed connection to download porn etc.

I want to limit his speed so that he wont be able to download with high speed like in my case

from 14mbps to 300kbps ...whenever he logs in.

While i get full download speed when i log into my account.

    Is it possible?
    Plz gv it some thought...!!

It may be of more use to place a block of some sort rather than limiting bandwidth. How would limiting bandwidth prevent your problem?

Internet Explorer Content Advisor - Enable or Disable

Internet Explorer Content Advisor - Allow or Block Specific Websites

Bandwidth is hard to block for one user on a machine used by many. The machine will have the same IP address therefore restriction cannot be done using that. Source ports may be another option however they change and would globally affect the machine including your user account. All I'm trying to say is that blocking the offending content is easier than restricting the bandwidth to the internet. If the user was on a separate machine it would be a different story
