Windows 7: I can't connect to the internet, windows 7 ultimate

I can't connect to the internet, windows 7 ultimate

All the other computers in my house connect to the internet with no problem. Whether i connect directly to my router with a ethernet cord, or through a switch, i cannot connect. I have tried every port, all of the ports are fine. The ethernet cord i am using works on other computers. Even all other devices connected to my switch work fine as well. Im running windows 7 ultimate. I keep getting the yellow yield sign with an explanation point in the bottom right corner over the LAN icon. Trouble shooting does not detect issues. Im using a desktop computer and have already tried resetting my computer. How do i fix it?

Post file %userprofile%\ip.txt
You may delete the file afterwards. Did you try disabling your virusscanner(s) and firewall(s) already?

No I have not tried disabling the virus scanner or firewall. Let me try, ill post back with what u asked for and the results of this test

Start services.msc so you see the services. Is service "DHCP-client" start-type=automatic? Is service "DNS client" start-type=automatic? Both are started? If not... can you start them manually?

Of course nothing comes on screen!! It outputs to file %userprofile%\ip.txt
I want that file. Afterwards you may delete it
