It is remotely possible that your ISP is throttling torrent downloads.

It could be what and from where you are trying to download.
A little info on that might help.

try http://zbigz.com or http://furk.net sites for direct downloading torrents & if u want to download through utorrent try another torrent.sometimes it may help even if there are plenty of seeders or not,it depends on peers also :)

I would suggest not using torrents at all. It is one of the best ways of getting your computer infected.
What are you trying to download?

A couple of things you could check:

The port forwarding to your computer is properly setup. Make sure it matches your IP and port specified in uTorrent (of course, both must be fixed).
Try to reset your router/modem. Since Bittorrent spawns numerous incoming and outgoing connections, home routers often crash.
Your ISP may be throttling Bittorrent protocol. Make sure you use the "encrypted connection" option in uTorrent.
The tracker may also throttle you if you have a bad ratio, specially for private trackers.
Something else may be using your internet connection and draining the bandwidth.

Are you using PLDT ISP? I agree with OvenMaster. They're known to throttle torrents unfortunately. If you get excellent speeds everywhere except torrents, it's your ISP's policy for sure.
