The maximum speed of an 2.5G (GPRS) connection in ideal conditions is 115 kbps but usually do overhead anything between 56 kbps and 80 kbps. The maximum speed of 2G (CSD) is 9.6 kbps and 2G (CDPD) 19.2 kbps.

The mobile broadband speed depends on the reception. When a 2.5G (GPRS) does not get a full signal, it uses 2G. In your case I think the phone does not get a full 2.5G signal and is forced to use 2G which would explain your speed.
