Virtual Interface on Windows 7

Hi all,

Can anybody give me a hint with this question?

I have a Laptop which I on and off take with me to a coffee shop to study some networking stuff.
Installed are a few programs (eg. TFTP Server) which need an "active" network port to load up even if no data is passed.

My Solarwinds TFTP server is not able to be started without a active ethernet connection.

Are there any freeware programs around where I can simulate an active port with an IP address 10.x.x.x ?
