Why do you want to do this?
I am assuming that you are talking about the public IP address. The private IP address you are using if you have a router is of no significance outside of your local network.
The public IP address is assigned to you by your ISP and isn't yours to change. It is owned by the ISP and is leased to you for the purposes of Internet access. The ISP must assign you an IP address from a pool assigned them or it would not work. It appears that you want an IP address different than those being used in the country you are residing in. To do that you would need to use a proxy or VPN service located in a country using an IP address you require. Many such services charge for their services.
Again, why do you want to do this?
Hi :) im just gonna be honestly, I Got banned for a stupid reason on such thing called MTA ( Multi theft auto ) its gta san andreas multiplayer :) I was afk for to long or something I have no idea Now I cant access any server. Yea public ip address I want to change Doesn't mather how Its getting changed I just want it to get changed :)
Public IP totally depends on your ISP, they assign it to you, and you only use whatever they give with their DHCP (that in turn gets assigned by internet authorities based on geographic location). From your computer, you cannot change it in any way.
Many times ISPs give dynamic IPs, try resetting your modem, it may give you a different one, from your current location, of course.
At most, if you absolutely want to appear from another region, you must use an open proxy server, and make the game connect though it instead. This as a negative impact on performance, though.
There's nothing wrong with changing your ip just protecting yourself from what i see :)
As the other members have already mentioned, you can't fake your IP address to look like it's from another country simply by changing some settings in your modem/PC.
Also, VPNs/Proxy Servers may result in performance degradation of multiplier games. There are some free VPNs such as Hotspot Shield (I'm not sure if you can specify the country) but most good services will be paid.
As I've noticed, you got banned for a single infraction on that game. There may be some easier and cheaper ways to get around the ban.
1. Ask the games' administrator or moderator to lift your ban via support/forums.
2. Normally, IP bans only target your specific IP address in the hopes that you are using a static IP address. Most ISPs I know of (in New Zealand and the Philippines) simply assign you a dynamic IP. If this is the case, simply restarting your modem may change your IP address and you should be able to play on their servers again.

I have talked to an administrator in private and he said there is nothing he can do about it, I have tried to restart my modem, I do not get a new IP
Also, Proxies only Change the IP on the browser right?
Changing your IP address is unlikely to get around a ban from a website on which you are (were) a member. There are multiple methods available to prevent this. I will not describe them.
