Windows 7 - How can you create both a static and dynamic network?

I am trying to create both a static and dynamic network for my computer to choose from when I connect my notebook to one of two locations. I want to create a LAN 1 which picks up the static info specific and an LAN 2 for my dynamic connection.
This is possible to do with operating systems such as ubuntu and it is very easy, however is it even possible with Windows 7? I tried this with Vista as well and failed.

Can anyone help. I am tired of going into the TCP IP settings and reconfiguring this everyday.

Simplest approach would be to always use DHCP to pull ips no matter location or router you're connecting to.

I know that would be the easiest solution then I wouldnt need to change anything, just plug in a network cable..But I need to use a static setup when i am not at home because my MAC address hasnt been "allowed" through my school.
Is it not possible to set up two different LAN's?

Your best bet and solution would be a batch file that changed the network config. I forget where I aw how to do it but i can look it back up.
