Cannot reset winsock, ipv4, etc?

My windows 7 home premium 64 bit just lost connection a few days ago. I had downloaded UDK and 3DSmax from their respective sites. I originally thought a virus had caused this problem, but webroots, malwarebytes, and microsoft malicious software removal tool found nothing. For some reason, the properties tab for IPV4 in local area connection properties is greyed out, but the ipv6 properties are functional. Ive tried clicking install, add protocol, clicking "have disc", entering "c:\\windows\inf" and installing ipv4, but nothing changed. My winsock is also corrupt, i believe. I have gone into the registry and replaced the winsock and winsock2 entries with vanilla ones from another pc, but that doesnt seem to help either. Entering "netsh winsock reset catalog" only results in "Initialization Function InitHelperDll in NSHHTTP.DLL failed to start with error code 10107" and cannot find the specified file. When i type in "netsh int ip ipv4 reset reset.log" it simply states the file cannot be found. I have already tried the uninstall and install commands, but no luck. I ran sfc /scannow but the only problem it found was defragproxy.dll, which i fixed by replacing the file with a new one. Running sfc again said that there were no problems. My DCHP service is stuck on "starting" and so is my DNS. System events manager cannot connect after the pc boots. Speaking of which, the pc is stuck on the welcome screen for a few minutes, and is then stuck on a black screen for another few before loading the desktop. My ethernet cable and router are fine, as they are perfectly capable of connecting on other pcs. I tried to connect this pc via wifi as well, but it is not successful. The ethernet port in back of the pc is blinking green on the upper left and is a stable orange on the upper right. I have done all the steps mentioned here both in and out of safe mode. However, in safe mode, replacing the registries and resetting winsock results in the ethernet port being stable green instead of orange. However, in safe mode with networking, the light stays orange and winsock cannot be found, once again showing the "Initialization Function InitHelperDll in NSHHTTP.DLL failed to start with error code 10107" problem. Im completely out of options now, as ive been browsing every forum and every thread for a fix. All my system restores have been wiped. So that's not an option. My friend lent me his windows 7 Home premium recovery disk, but id rather not do a clean install unless absolutely necessary.
