Fast Internet, slow functioning computer.

My neighbor is with Time Warner Internet and his speed averages around 16 mbps. Yet, when he tries to open a webpage or click on links, seems to take a long time to open, like over 2 minutes at times. His computer is maintained using CCleaner, Registry cleaner, MalwareBytes, Auslogic Defrag Prog., Registry Defrag and the Startup File, msconfig, only has 4 items checked off. He uses Avast as his anti-virus and that is clean. What would cause his computer to run slow considering his Internet speed being faster than normal? He uses Windows 7, with 4 GB ram and a 500 GB hard drive. He maintains his computer with the above mentioned programs at least every other week if not every week. Any comments will be appreciated. Thanks.

What % of CPU is being used when idle, and what % when accessing a web page? Because of all the programs you listed, I am guessing he has a lot of them running at the same time, probably slowing it down.
Also what browser is he using?

Thanks adubs1989 for your response. I checked the Task Manager and there weren't many programs running. The System Idle entry was bouncing between 76 and 98%. Nothing really significant. This happens with either Google Chrome or IE 11. It also contributes to stop and go video streaming

Wireless Internet Slow - Fast in Safe-Mode
Hi everyone, I have a very annoying problem with my wireless adapter. My flatmates and I recently had 50MB internet installed. The connection itself is fine, when my laptop is connected via cable it tests near to 50MB, and my flatmates' laptops get a good speed wirelessly too. When I...

Windows 7 internet speed slow on wireless, but fast on wired
I have two Windows 7 Laptops that connect to a Motorola SURFboard eXtreme cable modem SB6121. Suddenlink (cable provider) recently upgraded our network which gives 50 MPS speeds or more. I can only get 50 MPS when I disable wireless on my laptop and connect with a direct cable. Otherwise I get 20...

Fast internet, slow download speeds
Hi there. So today my friend and I, who live in the same country, was downloading this file. It was around 6GB, which is irrelevant, but yea. It was from the same site, we have the same internet, yet he was downloading with 2.6MB/s while I was downloading with 1.338MB/s and it stayed like that...

Fast Internet, Slow Network
Hi all, Im in the process of building a test Win7 box, dumping as much software on it as possible to check compatibility... I had a iTunes x64 installer on a network share, which failed "Is not a valid win32 app." So I redownloaded it, 93.8MB in 15seconds. Thats roughly 4MB/s. Decent speed. It...
