    Fast Internet, slow functioning computer.


    My neighbor is with Time Warner Internet and his speed averages around 16 mbps. Yet, when he tries to open a webpage or click on links, seems to take a long time to open, like over 2 minutes at times. His computer is maintained using CCleaner, Registry cleaner, MalwareBytes, Auslogic Defrag Prog., Registry Defrag and the Startup File, msconfig, only has 4 items checked off. He uses Avast as his anti-virus and that is clean. What would cause his computer to run slow considering his Internet speed being faster than normal? He uses Windows 7, with 4 GB ram and a 500 GB hard drive. He maintains his computer with the above mentioned programs at least every other week if not every week. Any comments will be appreciated. Thanks.

    What % of CPU is being used when idle, and what % when accessing a web page? Because of all the programs you listed, I am guessing he has a lot of them running at the same time, probably slowing it down.
    Also what browser is he using?

    Thanks adubs1989 for your response. I checked the Task Manager and there weren't many programs running. The System Idle entry was bouncing between 76 and 98%. Nothing really significant. This happens with either Google Chrome or IE 11. It also contributes to stop and go video streaming
