SOLVE: I Own a EliteBook 6930 and just recreated this error; the problem is an incorrect BIOS setting reset your bios to factory defaults it will resolve your issue. I know the response is a bit late but this may help someone who still uses this reliable laptop, i myself will be updating to windows 10 on this one and keeping it running for a few years yet.
