Win7 Issue 3 - Laptop missing from Shared Network

i am thinking this is due to my homegroup issue, but i can even see my laptop on my shared network section and its the same on my laptop.
it worked before but stopped.
do you need to be connected to a homegroup for this to work because that would be stupid ...i also noticed in my "change advanced sharing settings" that i could turn off homegroups, but it didn't help at all

any ideas would be wicked right now
