Dell PC doesnt recognize wired enet - works on other computers

Okay. I have a dandy that Dell couldn't fix. I can't get my Windows 7 Professional Dell system to recognize a wired e'net connection. I know the cable is okay because I can connect it to my Windows 8 Toshiba laptop next to my desktop and it works great. On my Dell tower, I just get a message that a cable isn't connected. Dell came out and replaced the port. Didn't fix it. I completed uninstalled the drivers and reinstalled them. Didn't fix it. I inserted a separate gigabit eNet card and drivers. That didn't work either. (by the way, the green light comes on the back of the card so it's obviously making a physical connection. I have reset and restarted my router, tried different physical ports and cables, and unplugged my OOMA telco device to make sure that wasn't interfering. Windows troubleshooters are useless. I have a combination router/modem from Time Warner, which is what I'm blaming - Arris DG1670A. Could there be some sort of port restriction or conflict that I'm having on my desktop? This is something that I'm not versed in fixing or diagnosing, so pointers are appreciated.

Have a look at your modems configureation

In your browser type 192.168.0.1, it should then connect to router,
you will have to enter the ID/password to get to the various settings, unless you've changed it standard password is admin, have a look to see if it is actually set for both E'net and wifi.

try run in cmd (restart after running both):
netsh winsock reset
netsh int tcp reset

Also boot into Safe Mode with Networking and see if it works there.
