Proxy keeps installing itself

Somehow I seem to have acquired Privoxy.

On reboot, Internet Options > Connections > LAN settings
the system repeatedly sets itself to use a proxy server on Port 8118.

Then my internet goes all screwy and tells me I have Privoxy errors.

Privoxy does not appear anywhere as an installed program (and I don't use any proxy servers), but a registry search turned up a key for Privoxy (Safesoft Protector).

Where did this come from and can I just delete this key?

Also download and run Malware Bytes Antimalware Free. That should get rid of it.

Which is better: a proxy or a VPN?
Hi, Does anyone know which which is better to use between a proxy and a VPN? I was thinking of one to mainly use to browse the web and i'm unsure which to use. Sometimes I switch between both but I really just want to use one. Any suggestions???
