Having Network Trouble after deleting temp files

I recently wanted to play a game, but it wasnt working, contacted support, blah blah blah, but the support guy said one of the ways i might improve it was by deleting my Temp files, so I did that, but I forgot to empty my recycle bin, and I restarted my computer. I opened it up, and the theme had somehow changed to what looked like Windows XP. It also messed up my Wireless adapter software, but I fixed that by going through regedit and turning WLAN AutoConfig to Automatic(I dont know how that happened). I got my wireless adapter working fine now, it is connected to a WiFi network. Still one problem, none of my programs are getting WiFi. I am pretty sure my adapter is working fine and my router is working because I am using wifi fine on other devices, so I dont know what I did when I deleted those files. Also, why is my theme Windows XP looking and why cant I change it back to Windows 7?

update: When trying to look for my CPU to register for this site, msinfo32.exe says that WIndows Management files may be removed or missing

You can try a System Restore to a prior date to the issue

Also get Tweaking.com - Windows Repair and run it as admin in Safe Mode with Networking. Do the default repairs and see if it will help.
