Very Strange 'Connected to Network but no Internet Access'

Two identical Laptops both reloaded with Windows 7 identically, two similar houses, two identical Virgin Superhubs. One Laptop instantly connects to both Routers with Internet Access. The other Laptop connects to both Routers but only has Internet Access on one. Tried rebooting laptop and router, tried deleting Network adaptor, tried deleting connection, tried new drivers, tried Winsock refresh, tried System Restore to original installation all to no avail. IpConfig looks perfect. Any ideas?

Can you ping IP addresses when connected to problem network? Try ping 8.8.8.8
Is it the browsers acting or have any other warnings? Which browsers are you using?
    Security software installed?

Have you tried Safe Mode with Networking?
