All right, I have done the sfc scan again. The error is still there, "Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log."

They all still point to KB3068708. It is your call. You can ignore this or fight it.

It you want to fight it, then...
...install KB3068708 again
...restart
...uninstall KB3068708 again
...restart
...run SFC scan again

I could not install it again, because somewhat it had re-installed itself un-noticed. When I looked in the update list it was already there. So, I un-installed it, an restarted, and run the sfc scannow and the result was, "Windows Resource Protection did not find any integration violations." (Of course I am aware it will re-install itself on its own in the next automatic update.) Also, the dowloading is still not solved. Anyway, I will not bother anymore about the KB3068708, I will leave it there when it's re-installed.

Note: all the cmd has been done on Elevated command prompt.

Okay - so we are finished with SFC.

Completely reset IE once more please:
Internet Explorer - Reset
Including step 5.


If downloads still fail, you can try a new admin user profile.
(Do you need help doing that?)

If downloads still fail, you can remove that new profile and be back to the way that you were.

By the way - not to discourage you - but I see that you picked Avira to replace AVG. It is fine if you want to stick with them, but never contact them for support. The last time* that I watched them remote into a system, they used the scam of showing the user harmless errors in the Windows event logs and then asked for $300 USD to fix stuff. I ended the remote session and uninstalled Avira. That fixed the problem that the user had with Firefox.

While troubleshooting, ThrashZone suggested using Microsoft Security Essentials in post #7. After the problem is fixed, you can install any antivirus app that you want. I (and other forum members) also ask people to install MSE while troubleshooting. We do this because we now that MSE will not interfere with any of IE's functions and we know pretty much every setting within MSE. But at this point, I'm not going to ask you to change to a 3rd antivirus app.


If none of the things mentioned above solve the download problem, then it is time the revisit how you did the clean boot.

So the actual sfc error is not why you can not download that is something else,

Use Clean boot,
Troubleshoot Application Conflicts by Performing a Clean Startup
Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,

I guess you mean the screenshot of startup and service in the msconfig. It's quite heavy all in all, 1,462KB zipped file. Perhaps, before proceeding further, I need your comment first.

You can attach the screenshots directly, we have a 2MB limit per screenshot which is more than enough.

Sorry I have not read from the start, things you can try:
- Safe Mode with Networking
- Another browser
- Connect directly to the modem, remove router if there is one
- Another user account - User Account - Create
- Get Download Complete Internet Repair - MajorGeeks and run as admin, select options 1-5 and also Reset Windows Firewall.
- Change network adapter's MAC address - Win7 MAC Address Changer v2.0 (randomize is enough) if possible (I still need to write a more comprehensive method for this as was advised some time ago )
- Clean startup as told in post #26.

I tried the shortcut first, by downloading and installing Download Complete Internet Repair - MajorGeeks. Out of the 11 options there, I got lost to select for the right related option to the present problem of downloading. Anyway, I tried "Repair Internet Explorer...", but still didn't come out favorably. Could you suggest a close option to this from the 10 remaining others, please?

NB. Right at this time the AVG has been uninstalled, thus no Antivirus or Firewall being used. Avira is not installed, either.

Try all of them mate, some of them are not fixes as you can see but let us know if it is IE or system wide etc. All of the above can be done within 1-1.5hours if you are slow.
