Cannot start PNRPSvc - Error 5: Access denied

An attempt to upgrade Win7H&P-64 to Windows 10 resulted in Win 7 being restored. Restored a system image, ran sfc /scannow & chkdsk /f to end up with:
The Peer Name Resolution Protocol cloud did not start because the creation of the default identity failed with error code: 0x80070005.

I have tried all the fixes mentioned at Can't start Peer Name Resolution Protocol. Nothing has worked:
deleting C:\Windows\ServiceProfiles\...\idstore.sst
Leave HomeGroup => couldn't be done
deleting entries in C:\ProgramData\Microsoft\Crypto\RSA\MachineKeys
resetting password of Local Service
grant Local Service full control of C:\ProgramData\Microsoft\Crypto\RSA\MachineKeys

I could again restore the system image but strongly suspect this will only delay the inevitable need to solve this issue. Please advise.

Thanks.

Logged in with an admin account?

Maybe:
Code:
net localgroup Administrators /add networkservice
net localgroup Administrators /add localservice

I was, yes. System is wife's office computer. I'll try adding services to Administrators group next time she lets me at it. For now I've restored the system image.

No joy here, either. Best guess - drive is in need of replacement.

@GokAy I may have been too hasty with respect to adding to the Administrators group. After a reboot the service was indeed started.

Turns out there were also some significant permissions issues, but not that affected the service.

Thanks for your assistance.

Access to Start Menu folder denied
I'm using Windows 7. I want to move a shortcut to my C:\Users\MyName\Start Menu\Startup folder so the program will start at boot-up. Windows, however, denies me access to the Startup Menu folder, even though I have Administrator authority. Any suggestions about what could be causing this?
