Changing it, the ipconfig /all showed that instead of "169.254.4.105" the automatically configured IP address is "169.254.87.71" but it didnt resolve the problwm of connecting to WiFi's nor that of the Internet Diagnostic Service not running.

Sorry that I was not clear. I meant for you to change the IP to one that would normally be assigned from the wireless access point that you are connecting to. I really doubt that the wireless access point is assigning IP addresses in the 169 range.

If you have another device (perhaps a cell phone) that does work when connected to the same wireless access point, then see what IP address that device gets from the wireless access point and manually assign an IP address near that IP.

For example, if the phone gets 192.168.0.4
then manually assign the laptop 192.168.0.5

Phone address: 10.65.105.175
Computer only allowed me to enter "10.65.105.17" in Network Address. Still won't connect and the Diagnostic service still remains inactive.

You will probably need to set the other fields* to be like a device that does work.

*subnet mask
default gateway
dns

These manual settings are just for testing the network adapter. Maybe GokAy or others know how to fix the main issue that you are not getting these IP addresses automatically configured.

That's a very odd IP for a home network. Is this work or campus?

Anyway, see if these services are as listed - especially DHCP client:
- DHCP Client - Automatic and started
- DNS Client - Automatic
- Network Connections - Manual
- Network Location Awareness - Automatic
- Remote Procedure Call (RPC) - Automatic
- Network List Service - Automatic
- Network Store Interface Service - Automatic

Medical campus wifi. It's an open network with the requirement to login via an "I accept" button for a t&c policy that opens up. Web address 1.1.1.

Will check the services asap.

All services except the DHCP Client are as listed. The aforementioned gives an "Error 5: Access Denied" pop-up window.

Alright, try running the following in cmd:
Code:
net localgroup Administrators /add networkservice
net localgroup Administrators /add localservice
restart PC and try starting the service if not started already.

Sorry for my absence!

The same error has popped up.

For additional information, when I attempted to run the service again I got these error details:

Packet ID NetworkDiagnostics
Access Route C:\Windows\diagnostics\system\networking
Error Code 0x800705B4
Origin Adding results (not sure of translation - Agregación de resultados)
User Rober (Admin account)
Context Elevated

EDIT
Upon looking at the folder where the Access Route specified, I found these contents:
  • es-Es (folder - containing 2 files. "DiagPackage.dll.mui" and "Localization Data". First is a MUI file, second a PSD1 file.
  • DiagPackage - File. Type: Problem Solving Packet.
  • DiagPackage.dll - File. File type .dll

The following, also found within aforementioned folder, are PS1 Files.
  • HTInteractiveRes
  • InteractiveRes
  • NetworkDiagnosticsResolve
  • NetworkDiagnosticsTroubleshoot
  • NetworkDiagnosticsVerify
  • StartDPSService
  • UtilityFirewall
  • UtilityFunctions
  • UtilitySetConstants

Was it alright for a while? Did you try adding the services accounts to administrators group yet?

The error (0x800705B4) is mostly mentioned with Windows Defender. But I have seen one of a W32TM service issue when a certain port is blocked and it is possible that some ports are closed in your network. Is it possible to test your PC in an unrestricted place?
