Websites not opening except Google and Reddit

I have tried resetting TCP/IP, flushing DNS entries, and all the other things that I can find online, but still sometimes all the browers on my laptop (chrome, firefox, IE) refuse to open any website except google, and reddit. The strange thing is when this happen I am also unable to login into my WIFI router. I have no firewalls installed, my HOST file is clean. I tried debugging the problem by running wireshark when the problem occurs there were some "Spurious Retransmissions".

The problem occurs both over wifi and wired connection to the router, the wifi router is working fine. everyone else connected to it can surf without any issues

tried sfc too, did not find any issues

just tried safemode with networking, same behavior. Is there any way to fix this without a re-installation?

Thanks for the reply, the problem had something to do with arp cache, flushed it, and its working fine now. i did not install anything, the problem just started happening.
