Broadband download speed has dropped off

please bare with me as i have a bit of a story........

october 8th, life is good, we have ADSL2+ and our family is happy with it, i can download large files while my daughter watches Netflix and my sons go online and play xbox or ps4 and my mrs can browse facebook and we have very little lag.

october 9th, our family went for a weeks holiday with friends, so as a precaution, i turn everything off and unplug the TV's computers etc from the powerpoints just to protect against current surge due to storm activity.

october 16th, we get home and unpack, then proceeded to plug everything back in and get back and catching up with the internet world we had. but for some reason our ADSL2+ has slowed considerably. as it is now if someone wants to go online then they have to wait for someone else to get offline.

we contacted our provider asap and we went through a mountain of speed tests and all the crap they say they need to do to test the system, we even had tech guys come to our home twice and do tests. on both occasions the tests they did showed we were getting 15mb plus to our wall socket and even doing speed tests from speedtest.net showed less but more than we could get during downloads. before the holiday i could download at 1.2 to 1.5 mb per sec. but now i'm lucky to get 500 to 600 kbps.

anyway, once the tech guys did their test they left saying all they were worried about was the connection speed at the wall socket, now its up to you to fix it.......great support from them.

so, my setup was i used an ethernet cable plugged into the motherboard ethernet port to get online and everyone else uses wifi, my isp said to check the port setting and they looked fine to me, so i purchased a wifi pci express card which i installed and i am still using now.

the family says that when i turn my computer OFF their online signal improves dramatically, so my question to this forum is.......

what can i check to find out what is on my computer that is throttling back the internet speeds.

tests ive done.....

a. turned anti virus off and tested download links from known sites that i got great speeds from before
b. changed to a larger solid state drive thinking it would increase the cache size
c. been up early on a couple of times to ensure i am the only one online and still have slow speeds.

so far we are still encountering this problem. its slowly driving the whole household crazy with frustration.

i should also mention that our isp wouldnt send a new modem under warranty, so we had to re-sign to get a new modem, which made no improvement at all

I have tried "OOKLA" www.speedtest.net/ and www.broadbandspeedtest.co.uk and the results are quite different. Ookla gives twice the download speed results compared to the other. Can anyone recommend a speed tester?:confused:
