Choppy media (video & audio) network related in only one location

So, this is a bit odd. I built an upstairs office in my shop, it's like a loft. I am going to describe our network as best I can, and the problem and maybe someone can help us out.

Downstairs (right from where Rogers service comes in) we have a 24 port switch, the modem and a D-Link router

Upstairs we have a TP-Link 8 port switch, another D-Link 16 port switch.

The PC is a custom built i7-4790 @ 4.00GHz with 16 Gigs DDR3 Radeon R9 200, and it's running Win 7 64bit. It has wi-fi (disabled) and a gigabit lan.

We're not stressing the machine or the network much, Quickbooks, Office applications, and one thing I think it might be important to mention. The QB company file is stored on this machine and shared across 4 PCs total. We've also had network problems since we "upgraded" to QB 2016

I will post several attachments to give you an idea of our setup. We have a decent internet service (20/10 or something) and downstairs doesn't seem to have a problem. Upstairs however, we have choppy "rolling" sound from media. It will also pause from time to time. Here's the thing, the media is stored on the same machine that is having the problem. If I use my trackball and just roll the wheel it'll roll the sound too if you follow..... If I open a new tab, same thing. If I open a new program same thing. open a folder, same... Essentially, anything I do causes it to happen. The AV is Trend Micro, and I have tested it with this disabled. In fact, I have run tests with the browser closed (will do so again after I finish this post) the AV off, QB closed, Outlook closed, pretty much stripped all the running processes to next to nothing.

I eliminated the upstairs switches entirely, went straight to the PC and no change. I am going to try another cat6 cable from downstairs to the PC directly, but that'll have to wait until later today.

I have tried to be thorough here, but I'm sure I may have missed something, so please, if you have any questions that'll help me get past this, ask away, I appreciate any and all responses.
