Trying to Set Up a VPN

Sometimes when I'm away from home, I'd like to be able to connect to my home network.

I have a Windows 7 laptop and tried setting up a VPN through it that I can connect to remotely. I followed this guide on how to set up a VPN and everything went fine.

I tested it by taking my iPad and connecting to the IP address from within the same wifi network, and it connects just fine.

However, when I connect my laptop to the hotspot of my cell phone and try to connect with the External IP address of that same laptop, I get an error that the server did not respond.

I went into my router and attempted to set up the Port Forwarding rules that would enable me to do this. I have a DIR-868L router from Optimum Online. This comes with their own proprietary firmware. I'm not sure that I have access to everything, so I hope someone can point me in the right direction or inform me otherwise if not.

On the Port Management page, I created a rule for PPTP, and it was automatically populated, the majority of information I am unable to change.

I set it to my Media PC as that laptop is always on and I gave it a Static IP of .150 so it shouldn't be going anywhere.

When I checked out YouGetSignal.com, I noticed that while I have made this rule, Port 1723 is still closed.

Is there something more that I need to do in order to open this port?

For good measure, and I don't know that this even did anything, but I made a Port Triggering Rule in the Port Triggering section of Port Management that I just filled in Port 1723. I couldn't think of any other way to open the port from my router because I have so few pages and options right in front of me.

Is this something I have to contact Optimum about? I spent about an hour on Chat with them last night where they informed me they only do basic setup help and specific VPN questions require an addition $20 subscription to their other Technical Support Staff. They did acknowledge that they block some ports for specific reasons, but even after I got the rep to open Port 80 for me, that was still coming up blocked on YouGetSignal.com.

I am not really too sure where to go from here. Any direction would be immensely appreciated.
