Windows 7: "DNS server not responding"

"DNS server not responding"

My problem is that sometimes my network connection appears to be broken. When this happens, some websites won't load (among them Microsoft support site, my ISP website, gfycat). Microsoft update fails and Microsoft Security Client gets timeout when trying to update definitions file. Text based websites load fine. Restarting router won't solve the problem, but restarting computer solves this problem sometimes. This problem is based on sessions: it won't return on a "good" session.

I get this message when running network troubleshooting on Windows:
"Your computer appears to be correctly configured, but the device or resource (DNS server) is not responding"
I get same message even when all websites work correctly on good session.

Problems started a few days ago when I changed my Internet settings to what my ISP recommended. In local network I disabled Microsoft-networks client and file and printer sharing in Microsoft networks. On Internet Protocol version 4 (TCP/IPv4) I changed on the WINS tab NetBIOS from default to disabled. LMHOSTS mark is unchecked.
