A quick Google query on the subject reveals many other forum posts that ask about the very same issue:
networking - how to enable 'Properties' button of TCP/IPv4 in Network connections in Windows 7 - Super User
TCP/IPv4 Properties Button Disabled... ??? - Microsoft Community
windows 7 local area connection ipv4 properties greyed out

In all cases, they say that a malware infection was the culprit. No idea if its actually that in your particular case, but it may be worth to do a virus scan on the affected computer. Also, a sfc scan can help.

Doesn`t matter why, the point is I can`t do anything with this motherboards NIC, it`s not normal.

Derek told me to stop asking people why a long time ago

    Hi,
One thing different than mine is that first screen shot you show shows no ipv6 connectivity ?
Don't ask me how to set it up :)

I believe these setting are default because I don't remember changing anything.

Hi, remove the adapter driver in Device Manager.
Tick the box to delete the driver software and re-boot.
This will re-set the connectivity properties.
