Cannot set Static address
I`ve tried my usual tactics, can anyone tell my why the ip4 properties are grayed out and will not let me set a static address ?

Believe me I'm no expert on such matters but I do have a idea.
Could it be a permission problem on Home Network?

No you have another one listed in "Network Connections" that has its properties enabled?
What do you mean by "usual tactics?" It maybe a conflict with ipv6. Try disabling it, check proxy settings, also the suggestion here. TCP/IPv4 Properties Button Disabled... ??? - Microsoft Community
What do I mean by "usual tactics" by that I mean I have tried every thing I know in my head, which is a lot :)
Every PC I`ve ever worked on brings up the Local Connection Properties, this PC will not, and it is not setup any different from the others.
I already tried all that towns ip6 is not used yet.
I will look into what Jack has suggested, I did once but I`ll go over it again.
When I uninstalled the adapter, it knocked it out of the group, but I still can`t do a thing with it, oh the agony
I have 3 other PC`s in the house joined to the Home Group, and none of them are giving me this issue.
I`m gonna slap another NIC in there and see what happens, maybe it`s garbage.
