Cannot set network location to HOME

I have a desktop PC with a Broadcomm Gigabit ethernet onboard. I live in a rural area and do not have cable internet and I have to use wireless. I have a UM175 wireless USB device. I use the USB to connect to the internet and use "Internet Connection Sharing" to share with my local connection (Broadcomm).
I set the Broadcomm to 192.168.0.1 and all the other PC's on my home network can get to the Internet through it.

My problem is I cannot get the Broadcomm network location to get set to Home. It keeps defaulting to Public, and because it is Public, I cannot use Homegroups with it because it is being seen as a Public network.

I tried removing the wireless card and, using Device manager, I disabled the Broadcomm and re-enabled it but when it came back online it automatically reverted to "Public".

Any help would be appreciated.

Have you got a default gateway specified in the network settings?

As jamesvdm is alluding to, Windows does not know what type of network you have, and then defaults to public and won't let you change it. In all cases I've read so far, this has been because the adhoc connection is not properly configured, and is usually missing the default gateway and/or there is no DHCP/DNS server providing crucial data. I've posted a few times recently for nearly identical issues - search for my name in this forum and see if the link(s) I posted help.

I looked and the gateway IP was blank. I will change it to 192.168.0.1 also and see how that goes.

I changed the IPv4 default gateway properties to 192.168.0.1 and Windows did not ask me, or allow me, to change the network location to Home.
When I checked the default gateway again, I found that Windows had erased the values I put in it.
