Change the WMP Network Sharing Service from delayed start to just Automatic.
Disable the Update Center Service.

Let us know if you have mdnsresponder.exe in the task manager.
Rebooted Still the same and yup i can see mdnsresponder.exe in the task manager
Awesome, we found your issue.
Open an elevated command prompt. Copy and paste each line. Hit enter after each.
“%PROGRAMFILES%\Bonjour\mDNSResponder.exe” -remove
regsvr32 /u “%PROGRAMFILES%\Bonjour\mdnsNSP.dll”
Reboot after, then delete the Bonjour folder in Program Files.
Enjoy.
Write a nice letter to Apple to tell them to stop messing up Windows for users. It doesn't have to be nice. lol
(If you're using x64, the commands are different. Let me know.)
