Windows Cannot Access Machine on LAN

I have a network with two machines; a laptop and a desktop. I am able to see the computers from both machines. I can access the network and homegroup on the desktop from the laptop. I can see the laptop from the desktop but I can not access files or drives on the laptop. Remote desktop works for both machines and all shares and devices are operational. Disabling the firewall on the laptop has no effect.

Prior to last week, I was able to access the lan, but I disconnected the laptop and took a trip where I connect to other networks and had to change the wireless settings; however these machines are connected by ethernet cable.

When checking the detail in diagnositic, I get the following error.
"The remote device or resource won't accept the connection"

How can I get my network to all access to the laptop files on the LAN access to the homegroup files from the desktop?
