SLOW w7 network access

After tracking down this extremely slow file transfer from the network to my Dell Inspirion 530 with a built in Intel 852562V-2 10/100 network card, I decided to check the ping -6 hostname, that came out OK, so I checked XP, that transferred files from my QNAP as fast as usual.

I checked my laptop, and the other desktop (Mesh and HP) via the same router and Homegroup in Windows 7. Both were perfect.

However, back to the Dell in the W7 Homegroup.
It starts with a "Discovering File" message for about 10 seconds, then proceeds to transfer at about 38k, quoting about 18 minutes for a 34mb file.

I've tried updating the drivers to no avail. I also checked the cable (not much use, as I know it's going via XP), and finally another ping -6 hostname with the same result as last time.

I'm at a loss

THIS was the only thing that truly worked for me (and I hope this is definitely it) found here:

The problem is due to the network card not switching on at startup. The solution is to go into the BIOS (press F2 on startup) and visit the Power Management area and change the wake up policy from S3 to S1.
