Windows Live Toolbar missing sync option

I noticed today that some screenshots show a yellow star icon to the left of the sign in area on the toolbar that allows you to sync favorites among other items.

Then today when I was setting up a new laptop I notice that it was present on there (laptop has vista 32-bit on).

Ive tried everything such as reinstalling to try and make it appear but its not working. Its not just the icon either, there should be an entry in the toolbar options page which is also missing.

Any ideas?

Just figured this one out! It appears to be a service only available in the US currently. So if you want to use it follow these steps:

1. right click on Live Toolbar and select options,
2. go to search and add-ins
3. select united states in country or region.
