Home group issue

SPECS
WIRELESS ROUTER SET TO ACCESS POINT (BELKIN F5D2730-4 OR SIMILAR)
DESKTOP WITH DIALUP AND USB WIRELESS
LAPTOPS X2 WITH WIRELESS BUILT IN
NORTONS 360 3.0

My issue is as follows:
when i try to conect to my network, not the homegroup using wep authentication, i am allowd to connect however the resulting connection returns unidentified network with public network. I am unable to change it by clicking on the public network link like one would expect, however, and this is where my issue lies if i set all connections to public and click on the multiple networks icon my status changes to work for all.

If i run the homegroup trouble shooter without being connected to the internet it applies a fix, I don't know what it does but the connection is set to private network.

When I restart my system I have to run through this procedure again. I have disableitems key in my registry and homegroup services are set to automatic.


Now I would klike to know what my issue is, and how to resolve it, I dont mind using the trouble shooter but it does get anoying after 30 uses, surely there is a better way, OR IS THERE ????
