How do I Manage Download Speed in Win 7 ?

I Have One Simple Question Is There any tricks or any setting available in win7. where i can manage download speed within my laptop . because i have 3 at my home (all win7 os) and that all connected by limited wifi speed connection 1mbps. I want to manage like suppose i set download limit for my laptop is 400 kbps
and other like 300 kbps. so i can get my fixed download speed . some time others on there laptop using clients like utorrent, download acclerators . then i cant download faster .
    my question is
Is there any internal setting in win7 where i can configre(manage) download speed for every laptop ?
(without cong. rooter or using any external application )

all laptops having os win7 build 7000 .

    thanks in advance.

not really possible for what you are thinking/wanting to do. Unless you were to make your 7 machine a host ICS and then setup a wifi adapter to broadcast a wireless signal. Then, if possible thru 7 ICS ( have no clue), use QOS per mac or IP.

Basically you could possibly, but the best way to do this would be thru the router config, if you had some sort of QOS, and could be done by either IP or mac or possibly port if wanting done that far down the line, say per application being used, instead of just the lappy's themselves.

now hoffies, why give that information? have you even tried this program under win 7? I doubt it, since it doesnt support win7.

Tho version 3 ( in the works ) will support win7, just announced last week or so...

but dont go around giving info that you havent atleast tested for yourself. This program if/once installed on 7 screws 7 all to H E double L.... upon boot you will get bsods all over the place.... Then you have to go thru safe mode to uninstall and its a pain to rid of. trust me, one of the FIRST apps i tried to install on 7 when the pub beta rlsd
